The JFL have confirmed the system of promotion and relegation between itself and the nine Regional Leagues that will be used for 2008, as follows:
1. If no teams are promoted from the JFL to the J-League, the 17th and 18th teams in the JFL will be relegated to the appropriate Regional League. The top two teams in the Regional League Championship Winners Play-offs will be promoted to the JFL. There will also be an additional play-off between the third team in the Regional League Play-offs and the 16th team in the JFL.
2. If one team is promoted from the JFL to the J-League, the 18th team in the JFL will be relegated to the appropriate Regional League. The top two teams in the Regional League Championship Winners Play-offs will be promoted to the JFL. There will also be an additional play-off between the third team in the Regional League Play-offs and the 17th team in the JFL.
3. If two teams are promoted from the JFL to the J-League, the top two teams in the Regional League Championship Winners Play-offs will be promoted to the JFL. There will also be an additional play-off between the third team in the Regional League Play-offs and the 18th team in the JFL.
It's not yet clear whether the J-League will once again consider a top-four finish in the JFL to be good enough for associate member clubs to gain promotion to J2 - as was the case at the end of 2007 with FC Gifu and Roasso Kumamoto - although the maintaining of this system would seem to be likely this time around.
